Introduction
The Freedom of Information (State of Selangor) Enactment 2011 was drafted with the objective of enhancing the disclosure of information in the interest of the public, and to provide the opportunity for individuals to access information provided by the state government departments through applications submitted to the relevant department.
The enactment was gazetted on 25 August 2011 and came into effect on 5 March 2013 with the assent of His Royal Highness the Sultan of Selangor. Subsidiary legislation drafted by the state authority to support the provisions of this enactment came into force on the same date, namely, the Freedom of Information (State of Selangor) (Access to Information) Regulations 2012 and the State Information Board (State of Selangor) Rules 2012.
Any member of the public and external organisation wishing to obtain any information concerning PKNS may do so by following the procedure below:-
- Completing Form A set out in the First Schedule, which can be obtained from the Integrity & Risk Management Division of PKNS or downloaded from www.pkns.gov.my;
- Submitting the completed application form, either by hand or by e-mail, to the PKNS Information Officer at the Integrity & Risk Management Division of PKNS;
- The PKNS Information Officer will process the application and provide feedback within the following period:
> Normal application: 30 days from the date of acknowledgement of receipt of the application
> Application involving the life or freedom of an individual: 7 days from the date of acknowledgement of receipt of the application - If the application is approved, the applicant will be given access to the information applied for through an appropriate form of access.
- If the application is denied, the applicant may submit an appeal to the State Information Agency within 21 days of the date of receipt of decision.
- No charges will be imposed on each application for information at PKNS. However, charges may be imposed for applications to obtain a copy of the PKNS plan or official document, if relevant.

To systematically record all information under the control of the department and to maintain such records; to enhance and implement best practices in relation to document maintenance, storage and disposal in the department, and exposure of information to the public. |

To conduct training within the department on maintenance, storage, management and fulfilling applications for information. |

To serve as an intermediary for the department in receiving applications and assisting individuals in obtaining information about making applications; when needed, to direct individuals to other departments that may have the information requested. |

To process and comply with requests for information unless it is absolutely forbidden, and to respond within the prescribed time. |

To establish a tracking system in order to regulate processing of each application for information, and to facilitate each applicant in making enquiries regarding the progress of his application. |

To do all that is necessary to facilitate the flow of information between the agency or entity and the applicant. |

To protect the information under the officer’s control in line with the directives and guidelines currently in force. |
